1. Submit Your Complaint to the ISB

2. Submit Your Complaint to PARC

If you disagree with ISB’s findings, you can then submit your complaint to PARC.

3. PARC Gathers Information

Once you’ve filed a complaint with PARC, the Board will review the ISB complaint and interview complainants and witnesses as needed. If medical treatment is involved, you may be asked to sign a medical release form so the Board can obtain the relevant records from your medical providers.

4. PARC Sets a Hearing Date

Some investigations can take much longer than others. Keep in mind that the Board only meets every other month. Once your hearing date is set, we will notify you at least two weeks in advance by phone or mail. You are required to attend the hearing in person.

5. PARC Announces Results & Next Steps

After the hearing, PARC will explain its findings to you, both in person and in writing. If determined that your complaint was sustained, it will provide recommendations to the Director of the Memphis Police Department.
